Abstract

Legislation designed to protect children from Internet pornography by imposing strict age-verification requirements, funded by a “smut tax” requiring purveyors of online porn to pay the costs.

Description

Legislation inspired by the Third Way report The Porn Standard: Children and Pornography on the Internet, and introduced by Senator Blanche Lincoln (D-AR) and several others. It would impose strict age-verification requirements for Internet porn and a “smut tax” – a federal excise tax of 25 percent – that would require purveyors of online porn to pay the costs of protecting children online.
